Can I Burn a PS2 Boot Disc from an ISO File Without Renaming It?

As a gamer, I recently found myself in need of a custom PS2 boot disc. After obtaining the required files - BOOT.ELF, SYSTEM.CNF, and DUMMY.BIN - from the uLaunchISO 4.40 disc image, I tried to burn it onto a blank DVD with the help of my friend who runs a CD burner business. However, things didn't go as smoothly as expected.

Initially, my friend was hesitant to burn the disc due to concerns about copyright infringement. He assumed that the ISO file format was commercially copyrighted material and refused to proceed. I tried explaining to him multiple times that it's just an image of a PS2 boot disc, but he still wasn't convinced.

To make matters worse, my account on the platform where I posted my query got flagged as spam, and I couldn't post updates or clarify any doubts with my friend until yesterday. In desperation, I asked my friend to burn the files directly onto the DVD without renaming it to CDGENPS2.

My question is: does the disc absolutely need to be renamed as CDGENPS2 for it to work? And can I extract the contents of the ISO file and burn it straight to the disc without any issues?

Assuming 'Dummy.BIN' is unnecessary, I would like to know if my friend's concerns about copyright infringement are valid. Can someone enlighten me on this matter and help me resolve this issue with my CD burner guy?
